I think Roxy isn't an official Winx at all, in fact, she was never in the Winx. I myself am a HUGE Roxy fan, I love her, her attitude is so real, and she's from Earth, she's our representative (Bloom is too, but she's from Domino) Anyways, even on the Rai Dubs, they always say "Roxy and the Winx" clearly meaning she's not part of the Winx, just a tag along. The whole reason why we had to know a lot about Roxy in Season 4 is because she's part of the whole, releasing Earth fairies and returning magic to Earth process, so we knew more about her. It's quite odd though, we know more about her than we do with neither Musa nor Tecna. I mean fine, Musa's storyline is all fixed since Season 4 & 5, but Tecna's....not so much. Anyways, as for Daphne, she's never even considered being part of the Winx. First of all, she is too old, I just don't get why people never understand that. They need to think in the Winx timeline, not ours. Bloom was a baby when Daphne was 16, so 16 years later, and BOOM! Daphne aged too, spiritually of course. The destroyed her younger self, but now she's back, she's still in her younger self, yet we all know the way how she treats Bloom is sister like, and I don't think she'd wanna be with Bloom all the time, okay maybe she does, but she rarely knows the rest of the Winx. Long story short, Roxy and Daphne are not going to be Winx girls, just background or recurring. They dumped Roxy into Alfea, now they might do the same for Daphne. (Just saying, I mean seriously, history of magic in Alfea, sounds like dumping to me.)

Actually, Roxy was confirmed to be a winx but then lets just say she didn't get a warm welcome to the winx club so now its confirmed that she is definitely not a winx.

Aside from that one DVD cover I saw from Italy and an episode title , Roxy was never confirmed as a Winx Club member.

Let's just say this: Roxy is the 7th member of Winx Club because she is studying at Alfea to gain her Enchantix powers.
*Daphne isn't a fairy she's just a Nymph but she can be part of the club.
I like having Daphne there she and Stella are the oldest members where Roxy is the youngest
