They stopped making the English dub but that doesn't mean that they still don't know what's happening. Last time I checked Staffri still had his hands in Rainbow.

RAI is the public service broadcaster of Italy (their version of the BBC if you want), and Rainbow is the company that co-produces Winx Club with Nick, they're not the same. RAI still has rights for Winx Club, as Winx Club airs on RAI Due channel in Italy, but RAI never produced Winx Club, that's Rainbow's job.
What we call RAI English was in fact a version that was dubbed by a Canadian company named Cinélume. It's Cinélume who is no longer working in Winx Club, not RAI.
And, besides, it's Rainbow who does most of the job, like the production, the animation, etc. Nick mainly helps with the voicing and with the writers.
