It takes practice. And the best place to start is bases and MS Paint (or any basic art program on your computer). Then keep practicing till you see a free program you can download and use (like gimp) to teach yourself how to use lines. But one word of advice, and I see this happen a lot (and even got asked to do it), stay away from color-overs. It's lazy to do. Just stick to your own strengths plus trial and error.

Colour-overs is when someone draws over or colour over screenshots that has been taken (i.e someone draws or colors over Musa). It's not the best thing to do, and more times than one, looks lazy and horrible.
