Allegiance: Generally neutral; takes the side of whoever will benefit her the most, which can vary.

Powers: Lapis is better with stones than she is with plants, and prefers to support than to use brute force.
Stone Shield – Forms a circular shield slightly larger than her head to protect herself. (Low)
Vine Whip – A vine rises from the ground and quickly strikes the target in an attempt to deal low damage and distract. (Low)
Petal Blast – Fires a laser imbued with magical energy and petals to strike the target. (Low).
Sediment Storm – Fires a wave of magic sediment at the target; this spell is meant to blind or hinder the target, both of which are temporary and cannot last for more than five minutes, 3 minutes in the case of blindness. (Medium)
Entangle – Vines rise from the ground in an attempt to entangle the target and hinder its movement. (Medium)
Cave In – Conjures two rocks (slightly smaller than Lapis herself) to crush the target in-between them. She takes a really long time to cast it, though. The rocks are formed at the same altitude as she is (so she also needs to be precise), and cannot go further than 10 feet away from her. The rocks pretty much just do damage. (Medium)
Boulder Barrier – Forms a dome shield around herself for protection; other beings can be protected using this spell as well. (High)
Quake Maker – Creates an earthquake to affect the target. (High)

Appearance: Civilian – Her civilian outfit includes a long sleeved dark gray top and black jeans. Her shoes are gray with darker gray edges. Her hair is held in a ponytail that is just above her waist. Her hair also has a light brown streak going through it. The ponytail holder is gray, and her eyes are brown. Her skin is tawny.
Winx – She wears a skintight jumpsuit with two thin straps holding it up. The jumpsuit is sparkly, ends a little above her knees and is a dark gray color. Her gloves are of the same color and also sparkle; the gloves don’t go far past her wrist and have open cuffs. Her heeled boots are dark gray and are a little under half-way to her knees. The open part between her two straps has a light blue-gray covering, and she wears dark gray earrings. Her brown hair is held in a ponytail that is just above her waist. The ponytail holder is a light blue-gray. Her wings are small and somewhat oval shaped, but have pointed edges. They’re of a light blue-gray color with darker blue-gray tips.

Strengths: Lapis is great at planning ahead and making strategies; she's also got fairly good stamina. She's got a knack for finding things as well.
Weaknesses: Lapis is quite slow; on foot and while flying. She's also pretty bad in group projects of pretty much any kind, and she doesn't do too well with swimming and water in general. Oh, and she's really sensitive about her poor past; try not to bring that up around her.

Personality: Lapis is quiet, calm and reserved... until something needs to be said. Then, she says it aloud, no hesitation and as bluntly as possible. She comes across as aloof and uncaring to many people, and although she puts her needs above others in terms of her own business, she isn't against helping others at the time they need it the most. She can lend an ear and is patient.
On the other hand, she generally avoids people when it's possible. Not necessarily because she's bad with them, but because of personal preference. After all, opinions are frequently unwanted. She does what needs to be done and as a result she seems highly selfish and cruel despite how she tries to stray away from that. She considers self-care highly important, sometimes at the cost of others, but to her, it's just something that happens.

History: Lapis has lived in Lynphea up until she was sent to Alfea at age 16. Her family was lower class, and as a result, she learned how to live without luxuries; on the other hand, her family had to find various ways to support themselves; oftentimes not really legal. She wasn't around other people very often as a child either; it wasn't until she was around 12 that she actually began socializing, and she didn't care for it much. People are noisy; she just couldn't bear to stick around with people like that.
Because of her family's desperate need for basic necessities plus how they sometimes resorted to unethical means, she's rather apathetic about doing a crime if it means getting something absolutely necessary, although she'll do her best not to go too far. Occasionally, she would find dropped money or a nice item such as a blanket left lying around, so she'd take it. Soon enough, she was searching for things that had just been left behind and clearly up for grabs. She lived with her mom and her dad, who were both very caring and tried to teach her what was right and what was wrong. They also taught her to read and write; she didn't go to school much until age 12.
Many of her powers have to do with defense or support; she does like supporting others, or at least her family.
Her family shipped her off to Alfea after hitting it big in the lottery; Lapis had been interested in college of sorts to improve her magical powers. After all, magic could eventually be used to make money in some way, right?

*Lapis is short for lapis lazuli; a type of stone. It's actually a bright blue but blue-gray works with her outfits so much better.

Blinding has to have a limited time, so is hindering. Add for both cases time no longer than 5 minutes.

As far as I'm concenrned your character is well done. I just need a few explainations.

What are the effects that the rocks leave? How far and/or high can the rocks go?

Everything aside from that fits right in besides those that Loxa noted.

Edited the allegiance section so it was worded a bit better, and edited the descriptions for Sediment Storm and Cave In. For the latter, I have no idea what an acceptable distance for how far the rocks can go would be.
